The game's voters are simulated with great complexity. Each voter is a combination of different voter groups (21 in total) represented within the game. You may encounter young wealthy liberal socialist commuters or retired conservative religious capitalists among other types. Moreover, voters' identification with these groups can evolve over time based on your policies. With a "focus group" feature, you can examine individual voters and understand how they reached their decision to support or oppose your government.

The policy model in Democracy 3 is highly detailed. Each policy or law comes with a slider that allows for fine-tuning its intensity to achieve the right balance. Equations within the game ensure that as the slider is adjusted, each voter group may react differently to a policy. Some may only show interest if a policy reaches extreme levels, while others may remain indifferent. In addition to the internal dynamics of your country, the game also models the global economy, including credit rating agencies, debt interest levels, and the impact of global events on your nation.
